The Real X-Files: A Reporter Dives Into FCC Experimental Licensing

Bennett Z. (Benn) Kobb is editor of Experimental Radio News, a newsletter covering new and unusual RF experiments authorized by the FCC

Discussion will focus on ventures and technologies, often unknown to the general public, first revealed in the FCC's experimental radio files. It will also include a look at a modernized PEP station and the forthcoming National Test of EAS and Wireless Emergency Alerts.


In his day job, Benn is a contractor to the Federal Emergency Management Agency (FEMA) supporting IPAWS, the Integrated Public Alert and Warning System.

His previous positions have included Communications Director for the Telecommunications Industry Association, Director of Online Services for Public Technology Institute, Executive Director of the Wireless Information Networks Forum, Publications Manager for the Aeronautical Repair Station Association and Editor of Personal Communications Magazine. He also held website management roles at the National Science Foundation, the Pew Charitable Trusts and other scientific and medical publishers.

He is author of Wireless Spectrum Finder, a guidebook to U.S. spectrum allocations. Bennett holds a Master's in Telecommunications from the University of Colorado and a Bachelor's in Radio-TV-Film from the University of Texas. He is a senior member of the IEEE.

Luncheon meetings are open only to AFCCE members and their guests. The cost of the luncheon is $55.00 per person ($65.00 after the deadline).

A buffet-style menu with a meat (chicken or beef), fish or vegetable option to choose from.  Salad, dessert and Iced Tea/soft drinks/water is included.
