Job Description:

Job Description:
The incumbent resolves Radio Frequency (RF) interference, educates users, and enforces regulations. Investigates all services for violations of Title 47, U.S. Code, Section 301, unlicensed operations of radio transmitting equipment.
Performs and directs fieldwork in matters of importance to communications involving safety of life and property. Serves as a point of contact for FCC licensees including the U.S. Government in matters of fixed and mobile radio direction-finding and interference resolution. Participates in unique enforcement and engineering projects that have regional or national applications.
Operates and understands all technical equipment typically used in the Field including RF spectrum analyzers, field strength meters, radio frequency radiation survey meters, and radio receivers. Maintains contacts with and assists other Federal agencies, foreign counterparts, and local law enforcement organizations concerning interaction and utilization of the radio spectrum for both authorized and unauthorized activities.
Initiates Official Notices of Violation, Warnings, Notices of Apparent Liability for Forfeiture, and other orders to radio operators and licensees, to bring unsatisfactory or violative conditions to their attention as a result of completed monitoring, investigations and inspections. Independently initiates correspondence or other communications with complainants and radio users concerning the enforcement functions of the office and region.
Participates in regional emergency planning meetings, serves as the local expert in emergency communications restoration, participates in FEMA conducted training exercises and is able to serve on ESF-2 task force and deployments as necessary. Participates and assists in planning of Bureau enforcement and compliance workshops for persons associated with the various industries and radio services the Commission regulates.
Operates a sport utility vehicle in conjunction with travel and routine field activities. May be required to operate SUV under adverse weather conditions and during hours of darkness.

Job Description:
This position is for a Data Scientist (Data Program/Business Intelligence Analyst) who will assist FCC investigators in the Enforcement Bureau (Bureau) dissect large data sets so that staff can stop people and companies from breaking the law. This position will utilize data analytical programs, visualizations, and business intelligence tools to effectively analyze available data to demonstrate evidence of fraud and misconduct that violate Federal laws and/or FCC rules. The data scientist will work with investigators and other stakeholders to manipulate large structured and unstructured datasets to develop insightful solutions to complex problems in order to demonstrate sufficient evidence of violations. The data scientist will be expected to identify key patterns, trends, connections, and insights derived from enforcement and other investigative data, including business records and financial data, and convey findings in an easily understood visual format.
The data scientist will develop automated reports, dashboards and applications using statistical programming technologies and other business intelligence tools for use by EB staff and management. The data scientist will also implement visual and mapping tools to analyze investigations involving high volumes of structured and unstructured data. The data scientist will be expected to conduct reviews of business processes and business intelligence applications to identify whether and how enhancements should be made so that the Bureau can operate more efficiently and effectively.

Job Description:
The incumbent serves as an attorney working primarily on cases involving enforcement of Telecommunications Act provisions that protect consumers, focusing on: those related to privacy, data security, and cybersecurity but also on other provisions including: illegal robocalls, telecommunications billing practices, and the unauthorized changing of consumers’ preferred telecommunications providers. Although not required, technical experience in data security and cybersecurity is considered a plus.
The incumbent works on highly complex legal cases. These cases typically involve complicated factual situations where clear precedents are not readily available or apparent. These are often characterized by one or more of the following: (1) extremely complex, difficult issues requiring a high order of legal endeavor with the incumbent often having to balance conflicting interests; (2) matters that can have an important impact on major industry parties whose economic position affects major private and public interests; (3) matters of intense public interest and impact. The incumbent applies rigorous critical thinking and analysis skills to solve problems, make recommendations to supervisors, and executes tasks needed to complete investigations and issue legal actions. Decisions about legal conclusions based upon the facts and the relevant legal authorities are made in conjunction with the supervisor, with the incumbent playing a critical role in (1) identifying, (2) researching, and (3) communicating accurate, timely, and appropriately detailed information to support well-reasoned legal conclusions and informed decision-making at all levels.
