The National Spectrum Strategy, released by the Administration in November 2023 calls for the modernization of the way that the U.S. allocates and uses the radio spectrum with an ambitious goal of identifying 2700 MHz of spectrum for innovative uses by both private and public entities.

The subsequent National Spectrum Strategy Implementation Plan presents an approach to executing a “Spectrum Moonshot” across government, industry, and academia to find new ways of using spectrum more efficiently. Spectrum sharing is one approach to doing this and has been the subject of much discussion and research, including innovative work to allow new commercial 5G networks to coexist with legacy military radar systems. I will present a review of the topic and discuss a prototype system that we developed, built, and tested for the Air Force at Hill AFB and the lessons learned from that and its applicability to future spectrum innovation.
