Meeting Topic:
TIA TSB 10-G: An Update to TIA TSB 10-F for the Fixed Microwave Service

The Telecommunications Industry Association (TIA) Telecommunications Systems Bulletin 10-F (TSB-10F), adopted in 1994, was initially established to support since deprecated FCC Rule Parts 94 and 21 (common carrier).  Coverage included flat fading analog and digital systems as well as radio paths not dominated by rain fading.  After its adoption, Parts 94 and 21 were merged into a new Part 101.  Also digital radio systems became dominant radio applications and evolved beyond applications covered by TSB 10-F.
The new TSB-10G will become an official ANSI standard and will address many now-common technological advancements applicable to microwave engineering.
The presentation will cover enhancements of microwave interference criteria described in the new standard.

About the presenter:

George Kizer began his microwave radio career in the U.S. Air Force.  He was a communications officer leading a Scope Creek team of senior Air Force technicians around the world evaluating Department of Defense (DoD) fixed point-to-point microwave radio communication links.  After his service in the Air Force, he joined the DoD as a civil servant and became the microwave radio systems engineer for the Digital European Backbone, the first DoD digital microwave radio system.  George later worked for Alcatel-Lucent, Alcatel USA, Collins Transmission Systems Division of Rockwell International and Collins Radio Company.  While at Rockwell and Alcatel, George served as Systems Engineer (primarily overseas microwave projects), Program Manager (various long-haul and turn-key microwave projects), and Product Manager of network management and fixed point-to-point microwave radio products.  George authored the books Digital Microwave Communication, Microwave Communications and the chapter “Microwave Radio Communication” in Handbook of Microwave Technology.

Media bureau designates pre-auction licensing deadline

The FCC Media Bureau has released a Public Notice announcing May 29, 2015, as the Pre-Auction Licensing Deadline by which full power and Class A facilities must be licensed in order to be eligible for protection in the repacking process that will be part of the television incentive auction.

Request from Merrill Weiss

The following was written by AFCCE member Merrill Weiss: 
Colleagues –
I am scheduled to make RFR measurements for a television station in LA starting this weekend.  I learned today that the rental house that was to provide the RFR Meter cannot supply it.  We are looking for other rental sources, but I am told that all of the other rental instruments in the country are tied up.
Before I cancel the travel for several of us involved, I thought that I would ask if anyone has a Narda SRM-3006 Selective Radiation Meter that you would rent to us.  We need it with the isotropic, 27 MHz – 3 GHz sensor antenna and the accessories to permit dumping the data to a PC (which generally comes standard with such units).  We would need it to arrive in the LA area by Friday (Jan 23) this week.  We could ship it back on Tuesday next week.
If you have an SRM-3006 that you would consider renting to us, please let me know as soon as possible so that I can contact you to work out details.

Meeting Topic:
“Repack – Re-use or Replace ?”

This presentation will review most major components of a transmitter’s RF system, its coaxial transmission line and antennas and their suitability for use at a new channel.  It also will cover practical solutions for temporary transmission facilities and some of the logistics required for antenna and transmitter replacement.

About the presenter:

Daniel S. Fallon  has been with Dielectric for six years as a Senior RF Engineer.  Prior to that he was with the Passive Power Products division of Electronics Research Inc. for nine years.  Earlier in his career, he gained experience in radar systems and satellite hardware.  Daniel holds a master’s degree in electrical engineering from the University of Massachusetts, Amherst and a BSEE from Clarkson University.

Ann Gallagher was presented with the E. Noel Luddy Award for years of meritorious service to the telecommunications industry. Gallagher is an Electronics Engineer and Chief of the Cross Boarder, Negotiations and Treaty Compliance Branch in FCC’s International Bureau.
The award was presented November 20 at the Association of Federal Communications Consulting Engineers’ annual FCC Reception, held at the National Press Club.
In presenting the award, AFCCE Board Member Gary Cavell, a former boss, recalled that Ann Gallagher began work in broadcasting engineering with Jules Cohen & Associates in 1983. She subsequently worked for broadcast engineering firms duTreil, Lundin & Rackley and Lahm, Suffa & Cavell, and then for the Voice of America. Following an assignment as manager of engineering at Moffet, Larson & Johnson, she joined the FCC’s Audio Division in September 1999, where she worked mainly on AM and digital radio issues.
Cavell remarked on Gallagher’s helpfulness as the broadcast engineering community requested to have computational “method of moments” performance data accepted by the FCC as proof of proper performance of AM antenna installations.
Addressing the crowd of dozens of FCC colleagues, AFCCE members and guests, Gallagher thanked the AFCCE for bestowing the award and expressed admiration for her colleagues, noting some honed their extensive technical experience through industry assignments similar to her own.
Ann Gallagher joins an exclusive list of previous Luddy award winners that includes notables such as John Reiser, Jules Cohen and Bruce Franca. The E. Noel Luddy Award is presented annually by the AFCCE Board of Directors. Its winner is frequently, but not always, an FCC employee who has provided notable and exemplary service to the telecommunications industry. Noel Luddy was a lifelong radio enthusiast who was in charge of all communications throughout the South Pacific during World War II. He served for many years in several engineering capacities with RCA. With Dielectric’s acquisition of the RCA broadcast antenna business, he joined Dielectric as a consultant, serving as a liaison to broadcast station engineers, consulting engineers and the FCC. He is well known for his years of service on the AFCCE Board of Directors and was recognized numerous times for his contributions to the association and the broadcast industry. Dielectric continues to fund the E. Noel Luddy Scholarship in Noel’s honor.
The Association of Federal Communications Consulting Engineers is a membership organization comprised of engineers and other professionals engaged in telecommunications engineering. Its website notes that its main objective is to aid and promote the proper federal administration and regulation of those engineering and technical phases of communications which are regulated by the Federal Communications Commission.

AFCCE active in AM revitalization

The following was compiled from information submitted by the participants:
Washington, Nov. 6.  AFCCE members Tom King, Don Everist and Dr. Chris Horne, accompanied by Dr. Stephen Smith and Tom Wright, had a successful follow-up to the FCC Commissioner’s Offices by giving their demonstration of the feasibility of improving AM reception.  They are also making plans to contact the appropriate congressional committees (Senate and House) to see if the effort can gain further momentum at that level.  It appears that their efforts are creating sufficient interest that not only at some future date, it may be considered (improved receiver performance) but may set the stage where the Commission will move forward on the Revitalization of the AM Radio Service, Doc. 13-249.
